Open Access Publishing in Springer Nature Journals: Read - Publish Agreement

Springer Nature has updated its existing subscription agreement with TUBITAK ULAKBIM within the scope of the Transformative agreement, which has become the most comprehensive open access agreement in Turkey.
Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, “Original Article”, “Review Article” and “Continuing Education” type publications in Q1 and Q2 Group Springer Hybrid Journals (CLICK FOR JOURNAL LIST) will be covered by AE support.
Publications submitted and accepted to Springer hybrid journals, whose corresponding author is an EKUAL Member, can be published with “Open Access” without paying the Article Processing Charge (APC), if the author wishes.
Within the scope of this agreement, there is an annual AE article publication quota. In the event that the annual quota for publishing OA articles is exhausted, if the author of the relevant publication wishes to have his/her article published as OA, he/she or the funding institution will have to pay the APC fee.
According to the terms of the agreement, there will be no “AE article quota allocation” for institutions. The publication of the corresponding author whose article is accepted in the journals in question will be ranked according to the order of arrival of the publication, if the author wishes, and if there is a quota, ULAKBIM will approve the articles that meet the criteria for AE publication.
The list of journals (valid between 01.01.2025 - 31.12.2025) for AE article publication support is attached.
It is important to use institutional e-mails (...@beun.edu.tr) when submitting manuscripts in order for AE approval processes to run smoothly.
What Authors Should Know in General:
APC support is provided to articles that meet our criteria. There is no quota per university. When the quota is exhausted, you will be offered a closed (subscription) access publication option instead of AE. Quota Information:
Quotas are expected to expire in July. Nature group journals are not accepted. There are no article restrictions. The researcher must be the corresponding author of the article. Article types covered by the agreement: Original Paper, Review Paper, Continuing Education. After the article is accepted for publication, researchers are required to introduce themselves to the system during the author identification process. In this process, your researcher must have a primary affiliation to the selected institution.
TÜBİTAK ULAKBİM and Wiley free open access article publishing agreement
Dear academics
Wiley has entered into a special agreement with TUBITAK ULAKBIM that allows academics working at universities in Turkey to publish their articles open access without paying a fee. This agreement aims to make scientific knowledge more widely transparent and accessible.
Under the agreement, academics in Turkey can publish in both Wiley's hybrid journals and fully open access (gold) journals without paying any article publication charges (APC) as long as they meet certain conditions.
The validity period of the agreement covers the years 2023-2025 and the right to publish a certain number of articles (quota) is defined for each year:
- 1500 articles for 2023, - 1530 articles for 2024, - For 2025, 1561 articles are planned to be published.
If the quota for the year is filled, the system does not automatically notify the author. In this case, if the author wants to publish open access, he/she must pay the article fee himself/herself or get support from a funder.
An author who wants to benefit from this process;
Actively working as an academic staff member in one of the universities in Turkey Must be indicated as “Corresponding Author” in the article. Students cannot benefit from this agreement. The author's registration with an institutional e-mail address facilitates TÜBİTAK's identity verification and approval processes. Article publication can be realized through two types of journals: 1. Hybrid Journals: Contains both subscription and open access content. 2. Gold Open Access (Gold OA) Journals: These are journals that are completely open to free access and where authors normally pay for their publications. Thanks to the agreement, these fees are covered by TÜBİTAK.
After the manuscript submission is accepted;
is directed through Wiley's "Author Services" platform. Here, the author must complete steps such as author role verification, entering funder information, institutional affiliation confirmation, copyright preference, license selection and signing. It is very important to enter the university name completely and correctly, especially in the institutional verification phase. Incorrect entries cause the system to fail to associate the author with the agreement. The submission process is slightly different for gold open access journals;
Authors must provide institutional information when submitting the article. If this information is not entered into the system, no support can be received from TÜBİTAK for the publication fee of the article. The name of the institution should only be written at the university level, faculty or department When the article is approved for open access, TÜBİTAK approval is automatically reflected in the system and the author receives a notification e-mail. Thus, the article can be published open access without any payment, only by signing a license agreement. Wiley also offers many tools and services to support authors in the publication process. These include
Journal Finder (Journal Finder), Manuscript editing services (Wiley Editing Services), AI-powered automated editing (Digital Editing), and Publicity tools (e.g. cover image suggestions and video abstracts). All these services are designed to increase the visibility of the researcher and the impact of their article.
